In the future, new energy storage will show explosive growth. Shanghai urgently needs to seize the new track of the energy storage industry, vigorously activate the value of energy storage resources, and promote the large-scale development of advanced energy storage technologies.
3. Issues that need urgent attention in the application of electric energy storage systems
At present, the development speed of energy storage has not yet fully adapted to the needs of the power system. The endogenous power of all parties in the new energy storage industry has not been effectively stimulated, and a good ecology for industrial development has yet to be formed. According to the application scenarios, energy storage is mainly divided into power generation side, grid side and user side. On the power supply side, energy storage can operate in coordination with conventional thermal power units to enhance the support for the power grid. However, there is still a lack of corresponding market models and incentive mechanisms for benefit sharing. How energy storage can participate in the auxiliary service market remains to be further studied. On the grid side, energy storage can currently meet the needs of peak regulation and frequency regulation, but the application and coordination control capabilities for multi-scenario requirements are insufficient. On the user side, industrial, commercial and household energy storage is mainly used to cut peaks and fill valleys, and to provide storage for high-energy-consuming industries such as charging and swapping stations, 5G base stations, and data centers. effect.
The large-scale development of new energy storage also faces new challenges. In the current process of energy storage development and operation, there are still problems such as single operation mode, lack of state assessment methods, imperfect security prevention and control system, and imperfect market transaction mechanism. The bottleneck of technology and mechanism also leads to high energy storage costs, making it difficult to fully utilize The role of energy storage in new power systems. In terms of power generation companies, many provinces and cities across the country have issued local policies of "new energy + energy storage", but implementation is difficult. The main reason is that the initial investment in new energy supporting construction of energy storage will increase by more than 9%, and the profit margin of energy storage is yet to come. Mining, operation and maintenance management costs are high, and in the absence of strong policy constraints, new energy power generation companies are not willing to invest strongly. In terms of power grid enterprises, the positioning of grid-side energy storage power stations as a guarantee and alternative infrastructure is not yet clear, and its on-grid electricity price and charging electricity price lack a unified price formation mechanism, and they lack a dominant position in the spot market and auxiliary service market. The adjustment value of energy storage power stations is difficult to realize, the cost management mechanism is not perfect, and the power grid company cannot invest in large-scale construction.
4. Countermeasures and Suggestions to Accelerate the Development of Shanghai Power Energy Storage Industry
The development of global energy storage materials and equipment and the large-scale application of power energy storage systems have become hot spots. Energy storage technology has initially laid the foundation for industrialization in general. The development potential of the new industry track is huge, and the city's power energy storage industry will be accelerated. Development is of great significance to the realization of the city's "double carbon" goal and industrial innovation and development.
(1) Guided by planning, coordinate and carry out special planning for the energy storage industry
It is recommended that the Municipal Development and Reform Commission, the Municipal Energy Bureau, the Municipal Economic and Information Commission and other departments carry out special planning research on new energy storage, introduce policies to encourage the diversified development of the energy storage industry, and further clarify the development goals and key tasks of the "14th Five-Year Plan" and medium and long-term new energy storage , strengthen the connection with the city's energy, electric power, renewable energy and other development plans, guide the construction of new energy storage projects in areas with large peak-to-valley differences in power load, weak system consumption capacity, and high transformation costs, and coordinate the planning of storage in various districts and industries Energy industry scale and layout.

(4) Policy guarantee, improve the support system of energy storage technology standards
Improve energy storage technical standards and management systems, develop and revise energy storage standards for different application scenarios, establish a safety management system for energy storage equipment manufacturing, construction, installation, and operation monitoring, study energy storage application risks and use specifications, formulate energy storage emergency management, Environmental protection and other standards, strengthen the life cycle supervision of energy storage facilities. In January 2022, Beijing issued the local standard "Code for Construction and Operation of Electric Energy Storage System", which stipulates the design, construction, acceptance, operation and maintenance, decommissioning and emergency response requirements of electric energy storage system.
